From Examiner:
According to a news report by “The Buzz,” filming for “The Hunger Games: Catching Fire” will start shooting right here in the U.S. for the second movie. Although a specific date for the cast to begin production in Atlanta has yet to be made, it will most likely be toward the end of the summer months.
 From Hollywood Hills
“The Buzz” reporter Jennifer Brett, revealed that Catching Fire filming will, indeed, kick off this summer in a new location, Atlanta, Georgia. We’re not sure exactly when they will start filming, but we’re guessing it be in the latter part of the summer, since main actress Jennifer Lawrence is currently on another movie set, overseas.
I’ve heard that Jennifer Lawrence is already in LA after her vacation with boyfriend Nicholas Hoult in England. I don’t know if the filming for her other movie “Serena” (which was shot in Prague) has ended. Then according to reports, the role of Plutarch Heavensbee has been offered to actor Philip Seymour Hoffman but Lionsgate is still tight in releasing casting announcements.
